Current Regional Flood Plan FMXs

FMEs, FMPs, FMSs, and FMXs are terms related to flood planning and mitigation, commonly used in regional flood planning efforts. Here’s a breakdown of each term:

  • FMEs (Flood Management Evaluations)

    These are studies or assessments aimed at better understanding flood risks for a given region, identifying areas with the highest flood risk (i.e., “problem areas” or “hot spots”), and developing potential flood risk reduction solutions. Some examples include regional flood risk assessments, master drainage plans, project feasibility studies, and preliminary engineering (up to 30% design).
  • FMPs (Flood Management Projects)

    FMPs are the detailed design and construction of infrastructure improvement projects designed to reduce flood risks. Some examples include the construction of levees, reservoirs, detention ponds, or improvements to drainage conveyance systems.
  • FMSs (Flood Management Strategies)

    These are policies, regulations, or non-structural measures aimed at reducing flood risks. Some examples include zoning regulations, floodplain management ordinances, flood warning systems, and public awareness programs.
  • FMXs (Flood Mitigation Measures)

    This is a broader, more flexible term used to encompass various actions that fall under flood management evaluations (FMEs), projects (FMPs), or strategies (FMSs). It refers to any specific steps taken to identify or mitigate flood risks, whether structural or non-structural.

The FMX list provided below shows the flood mitigation measures that have currently been identified for the Lower Brazos Region. These items are an amalgamation of input received directly from entities and publicly available data discussing ongoing flood planning within the region. Collected FMXs are vetted against TWDB and RFPG guidelines to ensure they align with the intent of the regional flood planning process. Items that meet the guidelines are recommended within the Regional Flood Plan and are subsequently included within the State Flood Plan, while items that do not meet the guidelines are included in a non-recommended list that is not incorporated into the State Flood Plan.

FMXs must be included within the Regional and State Flood Plans to be eligible for state funding through the Texas Water Development Board. This means they must be brought forth or supported by an entity, meet all TWDB and RFPG guidelines, be recommended within the Regional Flood Plan, and be wrapped up into the State Flood Plan by the TWDB. The FMX list collected for the Lower Brazos Region is updated within each 5-year planning cycle to include additional flood mitigation measures for funding eligibility.
