Welcome to the Region 8 – Lower Brazos Regional Flood Planning Group

The 2023 Lower Brazos Regional Flood Plan has been completed and approved by Texas Water Development Board (TWDB).

The Region 8 – Lower Brazos Regional Flood Planning Group recently completed its first regional flood plan.

The plan will serve as a guide to the state and will be incorporated into the overall State Flood Plan due to the Texas Legislature on September 1, 2024. The Lower Brazos Regional Flood Plan and the State Flood Plan will be updated every 5 years.

The Region 8 - Lower Brazos Regional Flood Planning area covers 43 counties and 191 communities located fully or at least partially within the Brazos River basin.




Regional Flood Plan Amendments

The TWDB provided the following guidelines regarding regional and state flood plan amendments in correspondence to all Regional Flood Planning Groups.

The RFPGs can amend their adopted and TWDB-approved regional flood plans at their discretion at any time in accordance with the regional planning rules. Similar to the water planning process, RFPGs may not utilize regional flood planning grant funding to amend the regional flood plans. The Regional Flood Plan amendment process and flowchart is available on the TWDB flood planning website.

Once a RFPG amends and submits their adopted, amended regional flood plan (RFP) to the TWDB, the EA will review the amended plan and, as appropriate, require modifications/corrections, as necessary. After that, an amendment to a regional plan must be approved by the TWDB Board at a board meeting. After a RFP amendment is approved by the board, it can be considered by the TWDB for amendment into the State Flood Plan at a separate Board meeting.

Note that, although RFPGs are not permitted under the grant contracts to use regional flood planning grant funds to develop an amendment to a RFP, a RFPG may discuss and take action regarding amendments to their plan during any regularly scheduled RFP meeting.


State Flood Plan Amendments

The initial, 2024 State Flood Plan is due to the legislature on September 1, 2024. The 2024 State Flood Plan will only include recommended FME, FMP, and FMSs (FMXs) that were included in the 2023 Amended Regional Flood Plans that were submitted to TWDB by July 14th, 2023, and that are anticipated to be approved by the TWDB board in March 2024.

Once the 2024 State Flood Plan is adopted, it may be amended to incorporate regional flood plan amendments at the discretion of the TWDB EA and Board.

All abridged FIF applications submitted by the April 15, 2024, deadline must be for recommended FMXs that are already included in the amended regional flood plans. The solicitation for the next, 2026-2027 FIF IUP is anticipated to commence in late 2025. Based on this timing, we anticipate that the 2024 State Flood Plan will be amended once prior to that solicitation to incorporate regional plan amendments that include additional recommended FMXs that may seek to apply for funding under the next FIF IUP. The specific timing of that first potential state flood plan amendment remains to be determined. We anticipate being able to accommodate all RFP amendments submitted to TWDB by January 2025 prior to the next FIF cycle.
